MANILA -- A 22-year-old Filipina university student surfaced on Thursday to claim that she was raped by a US serviceman.
The woman, identified to the media as “Vanessa,” broke down as she read a prepared statement detailing how she was raped by the US soldier last April 19 in a posh hotel in Makati City.
She, however, declined to name the suspect, whom she referred to as “John Jones.”
The women's group Gabriela said the US serviceman is part of the Joint US Military Assistance Group (Jusmag) who took part in the RP-US Balikatan joint military exercises.
Vanessa was joined by lawyer Evalyn Ursua, the lawyer who defended Suzette Nicolas or “Nicole” in the controversial Subic rape case, in a press conference at the office of Gabriela.
Ursua said Vanessa has not decided yet if she is filing a case, but “it was clear she was raped.” The lawyer said they have all the necessary papers needed including the medico legal report should the victim decides to bring the matter to the court.
But Gabriela said Vanessa is not filing a case in court because of what happened in the case of Nicole, who recanted her allegations against US serviceman Daniel Smith a few months ago.
Malacañang, meanwhile, challenged Vanessa to file a case against her rapist. Deputy presidential spokesperson Lorelei Fajardo said the woman should avail of her right to due process in court. “There should have been a police investigation. It's a little difficult to establish facts. If she would file a case, the government would be ready to give her assistance and support her,” Fajardo said.
She said that while a rape case is “despicable” and should be condemned, it would be premature for the Palace to do so because no case has been filed in court.
It would be better if the Commission on RP-US Visiting Forces Agreement (VFA) could conduct a preliminary investigation on the matter, added Fajardo.
The Palace official appealed to the media not to make the issue too controversial because there are no facts to begin with. “Rest assured that we have learned from the case of Nicole and that is being considered. I don't think that will happen in this case again. If ever there is really a case of another rape victim caused by US Marines, I don't think that the same incident with Nicole will happen this time,” she said.
Vanessa and the alleged US Marine first met in a bar at The Fort Bonifacio Global City in Taguig City last April 10.
In 2005, Nicole accused Lance Corporal Daniel Smith of raping her inside the Subic Freeport.
A year later, a Makati court convicted Smith of rape and sentenced him to 40 years of imprisonment. But the Court of Appeals reversed the lower court’s decision after Nicole recanted her allegation.(JMR/Sunnex)

Comments: Mr Eden Apolinar Don’t Compare yourself to other people

MOST of us have fallen into the trap of thinking jealousy when we start comparing ourselves with other people, and your just asking for trouble.

The bible says in its 2 Cor.10:12, “don’t compare youreself with somebody else, because everyone is unique.” There’s only one person that you can be, and that is you.

Eden, if you’re always trying to imitate other people and act like them, your going to get depressed and insecure. If you compare yourselves to those from outside world who earned more strengths and knowledge than you, is a strong sign of your great weakneses.

Do for the good of your family and don’t be cruel to other people. Stop those childish and idiocratic behaviour and serve the people religiously because we (people’s tax) are the one who feed your family.

Don’t label yourself with that fake title to fool the people, because you cannot fool the people all the times. If the Marcos regime bear their remarkable downfall, how much more a premature political fantasy that might turn to be your awful nightmare.

Try also to motivate yourselves through criticism and condemnation. You do it by shrouding yourselves: “I should be able to be like that person. I should be able to act better. I should be able to accomplish it. I should be able to stop it” – as if whipping yourselves verbally.

Harrasing doesn’t work to us because we have our own way, and your bullying doesn’t work either.

Hell is a natural sequence to our evil action may, it is a logical necessity, and we need it, and cannot avoid it. It has been created to meet the needs to which we will become alive as soon are resurrected. Hidden TRUTHs will then become revealed.
My description of Hell is like a hospital established for treatment of person suffering from some most painful disease. There will naturally be the shrieks and cries, weeping and moaning of those suffering and this will not die out until the end of the treatment is reached. Besides our affliction, remorse from wrongdoing would arise from pains analogous to those we feel when taste some bitter medicine we shall have to drink of a distasteful drink and a very hot one.
Like those who suffer from a skin disease we shall also need a change of skin if we are to get any relief of what Bro. Wilson’s brother, Eden had experienced when he was young. He said, "Even in his skinhead, the "kurikong" had inflicted him which we let him undergo treatment for his suffering, and caused the family financial catastrophes." Somebody explain negatively, the nature of its suffering function meaning anything that stupefies the brain.
They had sold their piece of land in Brgy. Caraycaray just to let Eden continued his studies but ended up buying his license instead. The Apolinars were proud that a sibling of the family has acquired a ‘professional license’, even if it was not acquired through a passing grade of the academic qualification test.
However, that was a nightmare of everyone is the family. Eden dared to shove away his own father to leave out from their house and later died in Cebu without any siblings besides him. It was told that the father had said before he died; "I leave like a King, I die like a rat".
Eden even accuses Wilson and maligns his family upon knowing that Wilson has intensifying rapidly for the accounting of their parent's properties. It was truly Wilson’s high interest to settle this matter amicably. In fact, he has given Eden more than 7 years time to clarify everything.
It was said. "I am not after to any monetary value. I just want to fight for my rights, which he (Eden), obviously transgress openly. I cannot continue to pretend that he is innocent. The focal point of the Apolinar’s issue is their properties and not personal, however Eden personalized everything and maligned Wilson’s family that made things very complicated. It is believe that Eden was "LYING" and still be lying to cover up the damages he has done. It is believe that he has intimidated his other siblings who were believed to be receiving monetary “aid” in the past from him.
Wilson was shot in front of his family abode by a neighbor because of Eden's and their father's dispute, which not mentioned to the public to protect them from legal battle which perhaps, causes more disturbances. Yes! He has done misdemeanor before which he sincerely regretted. (sic) …But that does lessen his rights as much as their (brother’s) rights. Each and every one of them had his own share of their parent's disappointments. Everyone in Naval knows Wilson. But not everyone in Naval knows EDEN that well, it said. It is usual for a family to have some secrets, which are better to be left untouched, however there should be exemption to such rule to shade light. And that the TRUTH shall prevail.
Wilson said, "My being is an open book- I am very transparent. I hide nothing and am not pretending to be right when I'm actually wrong. I know many are skeptical on my move against Eden. But I am not afraid because I hide nothing. And the Truth will prevail" He added, "I've tried to settle matter among us many times before but I failed. FAILED! Because of Eden's contumacious attitude."
But we must not behave like an animal in the use of our eyes and ears, but we must make intelligent deductions and inferences from the knowledge we receive, otherwise through our ignorance we shall court disaster. But there are things which call for minute observation which is not within every man's capacity, and consequences, moreover, are very slow in coming especially in the case of moral delinquencies.
This delayed action leads them to disregard moral laws. Sometimes we remain unaware of their very existence. Revelation, therefore, comes to enlighten us on these things. And It has been shown that no sooner does our consciousness begin to involve than we need knowledge of right and wrong, which comes to us either by revelation or by the requirements of the society in which we live. We find it in its rudimentary form in the Ten Commandments.
There were some neighbors who enjoyed the amenities given by Eden. They said he lured them, which makes them unmindful of the actual events. They committed wrong as if unnoticed, until such time they were brought to naught.

On the other hand, the tongue can give comfort and hope in time of bereavement. It can shine the light of saving the TRUTH into the mind of someone wandering in spiritual darkness. We shouldn't be surprise, then, that scripture repeatedly urges us to exercise great wisdom and care in how we use this small part of the body.
Proverbs is not exaggerating when it warns us the "death and life are in the power of the tongue." David was not indulging in pointless poetry when he denounced "men…whose teeth are spears and arrows, and their tongue a sharp swords." And the apostle James said that the tongue could be as destructive as a fire as what Eden instigated.
But now I mean remorse a feeling of shame and disgrace, because abasement and intense remorse are some of the chastisement administered to the denizens of hell, which they may in no wise escape.
Now it shows that this hell (write-ups) is a mental torture to him, that it agonies his mind, and it is, as it were, an un-consenting party if it joins with Eden's wrong doing. However, the principle of justice and equity do not punish a party who is forced to give his consent. But the very idea of shame makes our blood hot and we feel as if we were being driven towards a pit of fire.
We often commit wrong under the impression that we shall evade detection or escape the consequences. But we have therefore, clearly told by the Holy Book that we are under the power eye who read all that hidden even in the innermost recesses of our hearts and, know everything that is concealed. As to consequences, we are warned that these must inevitably ensure under the working of the laws concerned.
The TRUTH is perhaps best expressed by the principle that God bring forth GOOD and EVIL consequences as they arise under His laws. However, good actions receive plentiful rewards, but misdeeds invite corresponding punishment, says the Lord.

The original mortgage involved only the house and lot but after of what they claimed to as "RESTRUCTURING" last 1999 the irrigated rice land was added which was unauthorized per se, while the Special Power of Attorney or SPA has only one witness. It is of legal effect that upon the death of their parents who executed the SPA, its validity ceases. It is openly known to everyone in Naval the their parents died in 1993 so did the SPA. But how did the additional collateral that give rise to Eden’s additional release of money come about? First it was said, that the house and lot was mortgaged to PNB but recently it is with the RBN. Eden only wants to misguide the rest of the siblings. It is also very obvious that the other irrigated land that was mortgaged to Surdano family is also unlawful. Only the signatories’, Eden and Joel, part can be of lien thereto as the same way as the use of the entire property and its proceeds.
After Glenn had robbed the bank, then it was conned by Eden?, they said. And how could the people of rural bank approve that kind of transaction without the consent from the rest of the Apolinar siblings?
What could be possibly the best solution to all of these? Everyone knows the real Wilson. But who is the real Eden? Help them pray and let’s see.

I refer to the attach Notice of Extra-judicial Foreclosure & Sale dated January 27, 2003 by Atty Jose S. Buban for the Rural Bank of Naval is highly appreciated accordingly.
The Rural Bank of Naval has the right to demand from the defaulted mortgagors’ full payment. In this case, the only living mortgagor shall bear the sole burden. Obviously, he was the ONLY one who enjoyed the proceeds in the first place. It is just right that he shall make the full payment in fairness to all the legal heirs, who have no knowledge of what’s happening.
It was believed that the parcel No. 1-CCT No. P-28479 (as stated) was mortgaged by Eden Apolinar who was armed with a special power of attorney or SPA presumably signed by the late Simplicio Apolinar and Lucena Apolinar.
However, the said SPA became null and void after the deaths of the signatories. It was said that the restructuring of the real estate mortgage with the additional collateral was illegitimate. And that the foreclosure of any property shall be guided accordingly.
According to them, the procedure in extra-judicial foreclosure of mortgage, in line with the responsibility of an Executive Judge under Administrative Order No. 6, dated June 30, 1975, for the management of courts within his administrative area, include in which is the task of supervising directly the work of the Clerk of Court, who is also the Ex-office Sheriff, and his staff, and the issuance of commission to notaries public and enforcement of their duties under the law, the following procedures are hereby prescribed in extra-judicial foreclosure of mortgages:
@ All application for extra-judicial foreclosure of mortgage whether under the direction of the sheriff or a notary public, pursuant to Act 3135, as amended by Act 4118, and Act 1508 as amended, shall be filed with the Executive Judge, through the Clerk of court who is also the Ex-Officio Sheriff.
@ Upon receipt of an application for extra-judicial foreclosure of mortgage, it shall be the duty of the Clerk of Court to:
a) receive and docket said application and stamp thereon the corresponding file number, date
and time of filing;
b) collect the filing fees therefore pursuant to rule 141, Section 7(c), as amended by A.M. No.
00-2-01-SC, and issue the corresponding official receipt;
c) examine, in case of real estate mortgage foreclosure, whether the applicant has complied
with all the requirements before the auction is conducted under the direction of the sheriff or a notary public, pursuant to Sec.4 of Act 3135, as amended;
d) sign and issue the certificate of sale, subject to the approval of the Executive Judge, or in his absence, the Vice Executive Judge. No certificate of sale shall be issued in favor of the highest bidder until all fees provided for in the aforementioned sections and in Rule 141, Section 9(1), as amended by A.M. No. 00-01-SC, shall have been paid; Provided, that in no case shall the amount payable under Rule 141, Section 9(1), as amended, exceed P100,000.
e) after the certificate of the sale has been issued to the highest bidder, keep the complete records, while awaiting any redemption within a period of one (1) year from date of registration of the certificate of sale with the Register of Deeds concerned, after, after which, the records shall be archived. Notwithstanding the foregoing provision, juridical persons whose property is sold pursuant to an extra-judicial foreclosure, shall have the right to redeem the property until, but not after, the registration of the certificate of foreclosure sale which in no case shall be more than three (3) months after foreclosure, whichever is earlier, as provided in Section 47 of Republic Act No. 8791 (as amended, Res. Of August 7, 2001).
Where the application concern the extra-judicial foreclosure of mortgage of real estate and/or chattels in different locations covering one indebtedness, only one filing fee corresponding to such indebtedness shall be collected. The collecting Clerk of Court shall, apart from the official receipt of the fees, issue a certificate of payment indicating the amount of indebtedness, the filling fees collected, the mortgages sought to be foreclosed, the real estates and/or chattels mortgaged and their respective locations, which certificate shall serve the purpose of having the application docketed with the Clerk of Court of the places where the other properties are located and of allowing the extra-judicial foreclosure to proceed thereat.
@ The notices of auction sale in extra-judicial foreclosure for publication by the sheriff or by a notary public shall be published in a newspaper of general circulation pursuant to Section 1, Presidential Decree No. 1079, dated January 2, 1977, and, non-compliance therewith shall constitute a violation of
Section 6 thereof.
@ The Executive Judge shall, with the assistance of the Clerk of Court, raffle applications for extra- judicial foreclosure of mortgage under the direction of the sheriff among all sheriffs, including those assigned to the Office of the Clerk of Court and Sheriffs IV assigned in the branches.
@ The names of the bidders shall be reported by the sheriff or the notary public that conducted the sale to the Clerk of Court before the issuance of the certificate of sale.
This Resolution amends or modifies accordingly Administrative Order No. 3 issued by then Chief Justice Andres R. Narvasa last 5th of February 1998.
It was said that the Court Administrator had issued the necessary guidelines for the effective enforcement of this resolution. The Clerk of Court had published this resolution in newspaper of general circulation last August 14, 2001 and has furnished copies thereof to the Integrated Bar of the Philippines.
And this resolution has take effect last 1st day of September of the year 2001. Promulgated last 7th day of August 2001 in the City of Manila, according to them. So help us GOD.

Many people suffered hereditary madness (“hilo-an”), mental illnesses and schizophrenia. But they keep it secret fearing rejection from the society. In these cases however, this people had their symptoms well under control, but were discriminated against, or were worried about discrimination anyway.
Further, many studies have shown that most hereditary mental illness in Naval Biliran have no appropriate treatment cause feeling so ashamed and financially incapacitated while psychiatrist cannot be found in this island.
Many of this people in Naval having lost the ability to build a (broken family) family and even to love and from those with niggling anxieties to people of depression, dementia or schizophrenia, who are held prisoner by tormented minds.
Many of this people are cowards, dull and lazy while fun on watching beam on people’s eye but enable to detect his own big mote.

DEPRESSION
This is a part of grief, but depression and grief are not the same nor do a chemical and a sad or depressed mood swing the same.
Some normal grief symptoms or hereditary mental illness are confusion, fatigue, loss of appetite, lost of motivation and sadness and may resemble symptoms of chronic depression or other condition. While normal grief is not an illness which automatically requires mind-controlling medication like what did Rolly Borrinaga is doing. However, he was accused of a hereditary madness which the writer doesn’t believe it.

DRUGS
In Biliran Island, drugs are abundant and seventy percent of their inhabitants are using illegal drugs while old folks are using this that it triggers to commits adultery and un-faithlessness among wives and husband.
Coupled with hereditary mental illnesses, rape and murder are now rampant in Naval Biliran.

Take a Step Back
First, take a step back into the early days when I was drag into unprecedented difficulty in life. I felt a similar sense of hopelessness and foreboding then.
I left Naval because of constant friction between my constituencies and communal tensions ran high, I felt like an abandon child. I was shot that almost landed me to death.
More-on, my problems were made more difficult by my poor educational attainment and job experience. The earths were confrontational and my luck are slim. God took tough measures to get me out of dire-strait.
Many years later, it sounds that I drop a boomshell informing my constituencies and relathieves that I got the best achievement in my life which they’re hesitant to believe.
Today, still I face financial difficulties due to my son who obtain double degree in one of the most outstanding university in Asia and moving to master his talent in France or Italy by the end of this year, after he finished a four year's course in Information Technology. Coupled with his outstanding academic record and a four times gold medalist in Taekwandou, he obtain the Hartford Management Award fron UK (united kingdom) which the family are proud for. He joined the Singapore Armed Forces and proceed to take his degree in business management and economics.

However, when we deal with the modern – day robber for the entire year, it is like being nailed to the cross over and over again, and the hurt is unceasing with the thought that we are being robbed of our hard earned money by a relathieves.
During this Lenten Season, we demand the modern robbers to stop operating from our communities (like what did in Cebu). We want the modern robbers to spare us from their madness.
Moreover, I may have now better experience on how to deal with this modern robber. Yesterday, I could not have survived for any confrontation, because I’m stupid but scared.

Today, 66 percent I’m strong because I stand with God’s along.
So you see, i have the resources to pull through my experiences. More importantly, i have the will.

In the middle of last year a certain Dra. Puresa B. Radomes from Aranas Samar approach our Jurong field reporter looking for accommodation.

The field reporter called the Biliran Chronicle Information Center (BCIC) concerning the whereabouts of the subject. After the specifics info, Ms Puresa Radomes and May Reposar or Mayang arrived in our field reporter’s residence accompanied by Dr. Lolito Puno and a certain Engr. Ronnie Mehejia.

They reside for a week until relationship soured following Dr. Lolito borrowed $100.dollar from Engr. Ronnie without pay.

Dr. Lolito and Dra. Purisa left Singapore however our field reporter called the BCIC office on the possibilities of Puresa’s return after she receives calls from her.

A hearsay report added that Atty Egano’s sister in-law was kidnapped by a certain Ronnie Ochea and the suspect had keep the woman in Geylang Hotel.

The Biliran Chronicle Investigation Bureau (BCIB), conduct further investigation regarding the reported kidnapping however they found out that the reports are misleading.
The subject manhunt was found in a Hotel where the former vice Governor Charlie Chan and Atty. Egano resides.

The subject is a tourist and was not a victim of terrorism, brother Emet added.

Meanwhile in Dagupan City policemen arrested and charged a tricycle driver for allegedly raping and kidnapping his 13-year-old cousin.

Inspector Leo Llamas, chief of the Dagupan police's intelligence and investigation unit, identified the suspect as Jun-Jun Callanta, 24, tricycle driver and a resident of Sitio Caricaan, Callejon Extension, Pogo Chico in the city.

Callanta's relatives Marivic Castillo, Jocelyn Castillo and Argene Fernandez were also charged with kidnapping for conniving with him in abducting the girl.

Llamas said they first filed abduction charges before the City Prosecutor's Office against the suspects but the prosecutor elevated the case to kidnapping, a non-bailable offense.

Naval/Biliran - More or less 20 years ago the brutal murder of Antonio Villo were remembered when he was whack and smashed to death by his known-assailants. He beg for his life and screamed for help however, the assailants never give mercy for unknown reasons and nobody rescued him even his brother heard the commotion outside their residence.

Anthony came home from a drinking spree not knowing that there was an earlier fight ensued by the member of his fraternity in his neighbor’s vicinity. When the other group came back to take revenge against the group of Anthony’s neighbor whose members of his fraternity, he was mistaken as one of them. He was mercilessly attacked. During the attacked, one member of the attacking group was also seriously hurt and landed in the nearby hospital.

He was brutally attacked and bit to death by more or less four known-culprits. His body was dragged for about 50 meters away from his residence. The following morning his parents were shocked to discovered his motionless body. The extreme violence of the attack is indicative of the cruelty of the perpetrators which one of them was a judge’s brother. Another brother of a policeman was in the scene when the crime was committed.

The suspects were identified however all of them were set free without bringing them to court. The murder charge against the culprits was not heard due to victim’s financial incapacity. The court case was closed without fair trial but cut-pain of the incident is still fresh.

The death of Anthony is one of a milestone of Naval Biliran injustice system while the victims cannot hire legal representative because of financial incapability. And it was equally known that Philippine justice system is generally inadequate, incompetent and hopeless how much more in the Biliran province, the report said.-naval-

ZAMBOANGA CITY--Eight children, ages 4 to 16 years old, were allegedly subjected to psychological torture by government soldiers in Indanan, Sulu.
Bai Racma Imam, secretary of the Department of Social Welfare and Development in the Autonomous Region in Muslim Mindanao (DSWD-ARMM), was furious after receiving reports of the arrest and psychological torture of the children. "[These] big boys are not just committing human rights violations, they are also committing child abuse," Imam said.
She was referring to members of the Joint Special Operations Force under Brig. Ruperto Pabustan as the "big boys."
Imam said she was trying to know the whereabouts of the children and their parents "so charges can be filed against those who did the abuse." And, Imam said, the soldiers involved "should be educated on human rights and child's rights."
Temojen Tulawie of the Consortium of Bangsamoro Civil Society (CBCC), said the children were arrested with their parents from their homes in Indanan town in Sulu on August 19.
All eight children and six other adults were brought to Camp Teodulo Bautista, main base of Task Force Comet, 104th Army Brigade and Joint Special Operations Force in the capital town of Jolo, Tulawie said.
Tulawie said CBC took custody of the children and women after their release and turnover to Governor Abdusakur Tan a day after the arrest. "That's when we discovered their ordeal."
A 13-year-old girl (name withheld) told CBCC members that she and two other children witnessed how soldiers tortured their fathers. "Tinutukan ng baril sa ulo ang tatay nila sa harap nila mismo habang napapaluha ang mga tatay nila," Tulawie said. [They witnessed guns being pointed at the heads of their crying fathers.]
The girl also described how the soldiers treated them. "Tinutukan din sila ng patalim sa leeg nila kasama yung 6 at 4 years old na mga bata. Naka-bonnet mask ang mga sundalo. Tinanong sila kung nasaan ang baril ng tatay nila at pinagsabihan pa sila na maghukay na ng kanilang libingan," Tulawie added. Jose Manuel Mamauag, regional director of the Commission of Human Rights, said they were still gathering information regarding the the alleged arrest and psychological torture, "but what the soldiers committed, if found true, is psychological torture."
But Maj. Gen. Reuben Rafael of Task Force Comet, in a phone interview, denied allegations that there was torture, physical or psychological, on those arrested.
But Rafael confirmed that there were arrests during the implementation of a gun ban in the province, and that those arrested were only interrogated and released later.
He, however, admitted that five persons remained in their custody "because they are suspected members of the Abu Sayyaf Group."

NAVAL, Biliran – The application for university status of Naval Institute of Technology (NIT) appears brighter after several years of delay in the House of Representatives as it is now in the Senate, said Dr. Edita S. Genson, President of the college.
In a letter sent to the different national government agencies in the province of Biliran, Dr. Genson informed that the application for conversion of NIT into Biliran State University (Bilsu) authored by Congressman Gerry Boy Espina, Jr. of the Lone District of Biliran has already been approved by the House of Representatives through House Bill No. 4918.
House Bill 4918 is entitled “An Act Converting Naval Institute of Technology in the Municipality of Naval, Province of Biliran into a State University to be known as the Biliran State University, Integrating therewith the Biliran National Agricultural College in the Municipality of Biliran and Appropriating Funds Therefore”.
Dr. Genson said that the college’s application for university status is now in the Senate Committee on Education chaired by Senator Juan M. Flavier.
It was also mentioned in the letter the record and performance in the field of education of the college that would warrant the conversion of NIT into a state university such as the consistent rating of Noteworthy and Very Satisfactory of the College of Maritime every year since its International Standard Operation (ISO) Certification by the Det Norkes Veritas (DNV) on Rules on Maritime Academies in the year 2000 based on its findings on the annual DNV Surveillance Audit and other educational achievements of the college.
In order to further strengthen the application of NIT for a university status, Dr. Genson sought the support of the different sectors and high ranking government officials in the province of Biliran and region 8 by signing an endorsement paper to be submitted to Senate President Franklin M. Drilon for the early passage of the bill into law in the Senate.
Meanwhile, in a previous interview with Congressman Gerry Boy Espina in one of his visits here, he said that converting NIT into a state university is his top priority being the representative of the people in Biliran province.
Congressman Espina said that he only continued what was started by his father, former Congressman Gerardo S. Espina, Sr. now mayor of Naval, who also worked hard for the conversion of NIT into a state university.
The young representative further said that the realization of the university status of NIT is the biggest thing he can contribute for the improvement of the educational status of the Biliranons and which can also contribute to the economic development of the province as a whole.

Aggression and violent acts between teachers and student become more frequent in public schools. Because lack of teachers self-discipline. Some student become frustrated, defensive, followed by aggressive act and the student regain self-control and have an impact on student future.

College gunman disturbed teachers, classmates

The gunman who shot 32 people to death before killing himself at a Virginia university was described Tuesday as a depressed and deeply disturbed young man whose “grotesque” creative writing projects led a professor to refer him for psychological counseling.
A day after the man, a 23-year-old senior English major, carried out the worst mass shooting in U.S. history, President Bush joined dozens of state and campus leaders to bring comfort to the students, faculty and staff of Virginia Polytechnic Institute and State University. “This is a day of sadness for our entire nation,” the president said.
Thirty-three people were confirmed dead after the bloodbath Monday, including the gunman, whom police identified as Cho Seung-Hui (pronounced Choh Suhng-whee), of Centreville, Va., a resident alien who immigrated to the United States from South Korea in 1992. Nine students remained in hospitals in stable condition Tuesday, MSNBC-TV’s Tucker Carlson reported.
Col. Steven Flaherty, superintendent of the Virginia State Police, said investigators searched Cho’s room in Harper Residence Hall and took away numerous documents. He would not describe the nature of the documents but said there was no evidence that Cho had left behind a suicide note.
The Washington Post and The New York Times, citing law enforcement sources, reported on their Web sites Tuesday night that investigators had found a rambling and somewhat incoherent note in Cho’s dorm room. “It’s sort of a manifesto” attacking rich, spoiled students, one of the sources told The Post.
A second note was found near Cho’s body, also containing obscenities and denunciations of “rich kids,” the source told The Post.
It could not immediately be determined when the notes were written.
In a court affidavit seeking the search warrant, investigators said that when they discovered Cho’s body Monday in the classroom building where most of his victims were killed, they also found a “bomb threat note ... directed at engineering school department buildings.”
Police said Tuesday that there had been bomb threats on campus over the past two weeks but that they had not determined a link to the shootings.
After the shootings, all campus entrances were closed, and classes were canceled for the rest of the week.
Parents ignored administrators’ requestst to stay away for now and flooded into Blacksburg to be with their children, NBC News’ Don Teague reported. Every hotel room within miles of the campus was booked Tuesday.
Man alarmed instructors, classmates
A Virginia Tech professor told NBC News that Cho’s creative writing was so disturbing that she referred him to the school’s counseling service, but he would not go. The professor, Lucinda Roy, the English Department’s director of creative writing, would not comment at length on Cho’s writings, saying only that in general they “seemed very angry.” “I kept saying, ‘Please go to counseling; I will take you to counseling,’ because he was so depressed,” Roy said. But “I was told [by counselors] that you can’t force anybody to go over ... so their hands were tied, too.”
Fellow students in a playwriting class with Cho also noticed the dark and disturbing nature of his compositions. “His writing, the plays, were really morbid and grotesque,” Stephanie Derry, a senior English major, told the campus newspaper, The Collegiate Times. “I remember one of them very well. It was about a son who hated his stepfather. In the play, the boy threw a chainsaw around and hammers at him. But the play ended with the boy violently suffocating the father with a Rice Krispy treat,” Derry said.
Otherwise, Cho was a young man who apparently left little impression in the Virginia Tech community. Few of his fellow residents of Harper Hall said they knew the gunman, who kept to himself. “He can’t have been an outgoing kind of person,” Meredith Daly, 19, of Danville, Va., told MSNBC.com’s Bill Dedman.
In Centreville, the suburb of Washington where Cho’s family lived in an off-white, two-story townhouse, people who knew Cho concurred that he kept to himself. “He was very quiet, always by himself,” said Abdul Shash, a neighbor. Shash said Cho spent a lot of his free time playing basketball and would not respond if someone greeted him. He described the family as quiet.
Rod Wells, a postal worker, said that characterization of Cho did not fit the man’s parents, who worked at a dry cleaners. He described them as “always polite, always kind to me, very quiet, always smiling. Just sweet, sweet people.” “I talk to particularly everybody here,” Wells told NBC News. “So I guess nobody had any intimation that he was like that. I don’t think the parents did, because they were quite the opposite.”

He accused Putin of having "no respect for life, liberty or any civilized value."
"You may succeed in silencing me but that silence comes at a price. You have shown yourself to be as barbaric and ruthless as your most hostile critics have claimed," the statement said.
"You may succeed in silencing one man but the howl of protest from around the world will reverberate, Mr. Putin, in your ears for the rest of your life."
Goldfarb said Litvinenko dictated the statement before he lost consciousness Tuesday, and signed it in the presence of his wife, Marina. Putin strongly denied involvement by his government. "A death of a man is always a tragedy and I deplore this," the Russian leader said when asked about Litvinenko during a news conference after a meeting.

An opposition or a group that opposes another in a struggle, jihad, fight, debate, contests. And express disagreement with or dislike of, or make an effort to stop or prevent an activity, efficacy or success of, to oppose a political candidate or against something or someone who is doing good things.

An opposition instigates oppression to make their cause reasonable to a public debate and make them a victim of unjust harness to cause to feel them mentally or spiritually burden or physically as though suffocating. They accused the administration as the oppressors which they came from before.

Mostly of the opposition are people of insecure nature, liars, lazy, apprehensive, anguish-ridden, unsound mind, no jobs, selfish and self-centered people according to an expert who study of human behavior.

They don’t want to see an administration doing a good job but instead looking for the destruction of the incumbent. “For someone is right no one does remember. But someone is wrong no one’s forgets.”

Many of this people are likened to the Lord Flies of what Golding’s describes coward criminals and megalomaniacs for their evil act and destructive behavior although they wear sheep clothing.

In the book of Providence, God described opposition as an evil deed who wants to destroy his creation and in the book of Genesis evil is an opposition which described a lighting fire that falls from heavens.

Police in Eastern Visayas will send investigators to Cebu to help determine the motive in the killing of former Biliran governor Danilo Parilla.

Chief Superintendent Silverio Alarcio Jr., director of Police Regional Office in Central Visayas (PRO-7), said he already talked with the police director in Eastern Visayas about Parilla's murder.

Alarcio said Chief Superintendent Eliseo de la Paz, PRO-Eastern Visayas regional director, assured them they would help in the investigation and look at other angles.

He said they may have information that could help solve the case.

Police in Cebu are looking into the personal grudge angle because of an earlier altercation between Parilla and Corpin.

Police did not rule out politics as a motive because of reports that Corpin was a former bodyguard of incumbent Biliran Governor Rogelio Espina.

Espina had denied that Corpin was his bodyguard, saying Corpin was a mere provincial security agent assigned at the Capitol grounds and was later dismissed after being linked to a robbery incident.

He is a conman, a molester and a rapist. He molested and raped many lasses including his own aunt and a cousin.

He is a drug user/pusher and a thief. He stales not only from other people but from his own family circle, as well.

He is a notorious person especially in his hometown, Naval, Biliran.

He is also a fake. He faked his relevant documents to obtain a seaman’s book from Marina that enable him to work as a seaman. He continues to deceive government agencies by presenting fake and altered documents to hide his true identity. In fact, he was able to obtain a “clearance” from NBI in spite of his derogatory records. He is very proud that he can do all these things without being apprehended even once. He is really very proud that he uses to brag these to all.

He committed many felonies which were keep by his victims because of either they for fear of their respective lives or do not want to go through the trouble with the process of law.

It denotes the pre-ordained supremacy of democratic ideals from its present days. Democracy and justice is a worthwhile target under any circumstances. Despairing people of Biliran want to trade that in a bit of the certainly that prevailed in the old Biliran. This is a simplistic rendering of Biliranons transformation; it is denigrating its storied hooligans past, especially under the corrupt leaders.
Mr. Borrinaga wants the Biliran to be part of new world economy. The worry is weather Mr. Borrinaga implied a heightened and political stance and the consumption of scare resources to beep up.
His persona seems choreograph to project "machino". Meeting with the Japanese Yakusa, and organizing to locate the Balagiga Bell in Oklahoma, going down to meet rebels in East Timor, going down in Mindanao with his Abu Sayaff staffs, and going with the Philippine Inquirer official on his Balagiga mutiny with he is, Mr. Borrinaga can go part way in making Biliran away of corrupt and abuse local official. The reported political dispute between the present regime and the opposition party in the Biliran province had cause negative perception to the outside world. The opposition and the government officials must unite themselves and join hand in hand to solve the increasing problems in the island.
There are many, many problems on poverty and unemployment. They should aim to attain decent standard of living to overcome income disparity sparked and need to innovate to meet the challenges on re-developing the island's economy.
We are very, very concerned about the social implications of the widening income gap preventing social exclusion, foster social harmony and teamwork seeking highest return of income were expected than that of warring of the people.
Leaders should create a positive approach and foresight to set up cooperatives to provide the Biliranon with quality goods and services at lower cost than damaging themselves for political gain. This is a time for reconciliation. The government leaders in Biliran should innovate and adapt in changing business environment.
In response to such challenges, Biliranons should embrace talents and support government officials to entice foreign and local entrepreneurs to expand their respective businesses in the island. However, trust must be established first and foremost. Trust in the government laws and dedicated government officials are some salient points that everyone has to evaluate before embarking business risks.
It is sad to think that some of the government official is ignorant of such diplomatic approach. It is very, very important to set aside personal interest and put the provinces in the first place.

Last time when the Philippine tourism industries promoted and invited me to join then and helped boast our tourism, which I'm hesitant to refuse.
The tourism industry in the Philippines rallied behind Tourism Secretary Richard J. Gordon's efforts to check declines in tourism arrivals by committing to offer tour packages with value-for-money promotions and half-price discounts.
The federation of Tourism Industries of the Philippines (FTRIP), headed by Alejandra "Dading" (not Cojangco), informed Secretary Gordon that the federation 'raw' is working double time to put together these packages for immediate offering to the North Asian market including Japan, Korea, Taiwan, and China 'at sana, sa Naval Biliran'. he he he.

NEW York - It was reported that many Naval/Biliranon settled here in US working as house cleaner, baby sitter and caregiver and some work as part-timer prostitute while some were illegal immigrants as hearsay report reach us.
The US government is combating this illegal immigrant in American soil and deported many of these Filipino illegal back to Philippines on board Miami Air through at Diosdado Macapagal International Airport, in Pampanga.
The aircraft fetched the deportees from San Francisco in California, Honolulu in Hawaii, the US Commonwealth of Mariana Islands and Guam.
The deportees proceeded to the Haribon terminal of the Philippine Air Force in the DMIA complex where they were met by relatives.
Meanwhile, Lorenzo Delfin, Jr. who fought 14 years for his US immigration petition was reunited with his mother and brother here.
Teresita Delfin is finally reunited with son, Lorenzo Delfin, after 14 years of separation. Teresita's former lawyer gave up on son's case, and the letters from two senators and a congressman were of no help. All efforts failed.

As a Navalian working here in Tacloban, …it was very interesting to see the different between the Naval/Biliran politician and Taclobanon but with the same feather they can flock together. However the Taclobanon appear the highest quality to glance but it’s too dangerous to hook up with them.
I am one of the hundreds of hundreds of Navalian neither Biliranon given change to experience a life that is denied in my own town by the former governor which now serving his jail term. I love living and working here in Tacloban which I called home. I can go about my life feeling able to provide a decent life for my self and my family. It is shame that a lot of my constituencies are talented but there are just not enough jobs. My town and my province have been controlled by one family politically for as long as I can’t be wrong.
When I came here in Tacloban, I realized what I was missing and that every Naval/Biliranon here enjoys what I had always longed for. Given a choice, I would want to work here for as long as I can, until I go back to my home town to retire if the opportunity gives-in.
I believe in giving back to Tacloban what it has given me by offering the productive years of my life to help in its continued development with our young and talented governor Petilla.
Don’t get me wrong; I would have done it in my own town/province if we have what Tacloban has, but for now the best way I can help my town and province is to be productive somewhere else.
I don’t pretend to know everything about politics here in Tacloban or the sentiments of the present generation of Taclobanon. I also do not pretend to know what is best for Tacloban in particular and Leyte in general.
What I don’t know is that in my town/province, we don’t understand each other, we have peace but stupidity is out there. We can walk in any place but all eyes follows with funny stupid idolater’s curiosity. We have all our relatives that sometimes help us but at the same time destroy us and yet we are still rotten, poor and dim-witted.
We did not have a good leader for a long time and freedom to do anything was used as a license by the leaders to fill their pockets with the people’s money.
Yes, we always had a choice, but what is there to choose from? It is very rare to find a leaders with is not a womanizers, thief, gambler ect. You have it and I hope you cherish it. The latest “kabet” in town had owned a small book shop located in Naval mall and was funded by the latest politician while another politician is reported for having fun on playing handsome and macho men inside his white Mercedes beans.
On other hand, sometimes we want a change so badly that we fail to think about what is really important: Food on the table, a job, an affordable place to live in, a safe and sound existence, a good future to our children and change to live in your own town to reap the benefits of what the previous generation struggled to achieve.
I hope that Tacloban will continue to move forward. Tacloban makes me proud to say I am a Filipino. And I hope it stays that way for I call Tacloban a home near to my home. he he he

Gerry Espina used to be the EPZA Administrator. During his time at EPZA, parang manning agency ang EPZA, maraming ghost employees, then majority ay mga kamag-anakan niya. Wala naman matinong mga projects and programs na naimplement. EPZA was the 'milking cow' of the Marcos cronies not only the Espinas.
If my memory serves me right, according to my Dad, Gerry emerged from a very humble beginning, he used to be a cigarette con shoeshine boy in Sangley Point, Cavite, at the same time a working student at FEU. He used to visit us in our house in Cavite for some used clothes or free meals or a few bucks, while his mother is from Talahid, a labandera then or kahit ano daw ipagagawa in exchange for some left-over foods or for a few kilos of rice or palay. My Dad even told me, kung di raw sa pagsisip kay Imelda ay walang Gerry Espina. pero 'nun nakaangat, nakalimutan na ang mga taong tumulong sa kanya. By the way, ATOK ang last name ko, sounds familiar ba? What do you do for a living there is Australia, how long ka na dyan?

A Brief Forgotten Chronicle during the Naval/Biliran Capitol Siege

Naval/Biliran - It was a humid early morning that the Capitol building located at Barangay Calumpang was quite and serene surrounded with fine trees and other plants; however tensions and worries were heating up due to the political disarray of the island.
The Capitol building was undermanned, and only Dr. Dalmacio Colasito and his aides were in the scene, armed with an office memorandum order issued by then-Governor Gonzales who contests for a congressional seat. The said memorandum order appointed Dr Colasito as acting Governor by succession. The compound was quite but frightening for it was reported that Col Wayne Jaro desired to assume office as Lt.Governor on the same day.
Wayne Jaro a former military dentist had in hand a Ramos Malacanang Office Order appointing him the OIC Lt. Governor for the sub-province of Biliran attacked and sieges the Capitol building with heavy military hardware.
A blitzkrieg attack was launch through the main-door and exist door likewise the secret exit door from the governors office by the Jaro’s commando and his operatives. Hon Dr. Colasito who was armed with the Gonzales Office Order was displaced and terrified with confronting Col. Jaro.
Atty Casas Nueve who was the Capitol Administrative official was with Dr. Colasito until Jaro lost control.
Jaro attack and pushed, dragged atty Lolita Casas Nueve out of the governor’s office with no mercy while Danilo Parilla was in good strength laughing. The smart cameramen had immediately flashing their cameras however it was confiscated by the armed Jaro’s operatives spearheaded by a certain Rene Morillo.
There were two reasons that prompted Gonzales to protect the Naval/Biliran capitol: - 1) by law of succession on elected official per approved by the Philippine constitution, Gonzales’ memorandum was issued as mandated by the law; 2) And, the approve budget for the province-hood movement might be lost under Jaro’s hand; but on the other side of the story, he may be tempted to use the money for his congressional aspiration during the coming election.
However, to avoid bloodshed Dr Colasito decided to backed-off and left the governors office calmly. And in the early morning of the following day, Col. Jaro and his family with armed bodyguards paid a visit at Colasito’s residence for reconciliation
There was a debate regarding a presidential orders and the constitutional law of the Philippines however, the corrupt justice system of the country has hinder to follow those laws. -bruce-

I. I shall scrupulously report and interpret the news, taking care not to suppress essential facts nor to distort the truth by omission or improper emphasis. I recognize the duty to air the other side and the duty to correct substantive errors promptly.
II. I shall not violate confidential information on material given me in the exercise of my calling.
III. I shall resort only to fair and honest methods in my effort to obtain news, photographs and/or documents, and shall properly identify myself as a representative of the press when obtaining any personal interview intended for publication.
IV. I shall refrain from writing reports that will adversely affect a private reputation unless the public interest justifies it. At the same time, I shall fight vigorously for public access to information.
V. I shall not let personal motives or interests influence me in the performance of my duties, nor shall I accept or offer any present, gift or other consideration of a nature that may cast doubt on my professional integrity.
VI. I shall not commit any act of plagiarism.
